Randy Noonan was appointed as an adjudicator for the Yukon Public Service
Labour Relations Board.
Harveen Thauli was re-elected on November 19, 2019 to the Fédération
Equestre Internationale (“FEI”) Tribunal for a four-year term. The FEI is the
international governing body of equestrian sports and is located in Lausanne,
Switzerland. Tribunal members hear and decide cases related to
breaches of sport rules, statutes and regulations and have authority to issue
fines, disqualify horses or riders from competitions or events, and suspend
horses or riders for any period of time up to and including life suspensions.
Ms. Thauli will be adjudicating on equestrian-related rule breaches as an ad
hoc FEI Tribunal member at the 2020 Olympic games in Tokyo, Japan.

In People v. Callejas, No. B131626, Second Dist., Div. Seven (Dec. 18, 2000),
the California Court of Appeals considered whether the constitutional ban
on ex post facto laws prohibits imposing a parole revocation fine on a
parolee who committed the underlying offence before the fine was enacted.
It issued two decisions: initially, it determined the parole revocation fine
was not an ex post facto increase in the punishment but noted “the question
was close enough it would have warranted submission to Janus, the Roman
god who could face in two directions at once.” It issued a second opinion
after that, noting that “since we filed our initial opinion no Roman god has
intervened but the United States Supreme Court has.”
Joelle S. Berry and Oleh W.M. Ilnyckyj were reappointed as public members
to the board of the College of Traditional Chinese Medicine Practitioners
and Acupuncturists of British Columbia. Their terms end June 30, 2020
and June 30, 2021, respectively.
