WELCOMING NEW BOARD MEMBERS AND THANKING OUTGOING
On September 11, 2019, the BC Law Institute (“BCLI”) held its annual general
meeting and elected three new members-at-large. BCLI continues to
enjoy exceptional collegiality and excellence on the board. I am pleased to
welcome James Deitch, Dylan Merrick and Timothy Outerbridge. The
board thanks outgoing members-at-large Dylan Mazur, Andrea Rolls and
Brent Olthuis for their many years of service and wisdom. We also welcome
Michelle LeBaron, appointed by the dean of the Peter A. Allard School of
Law, and Leanne Rebantad, appointed by the Society of Notaries Public of
BC, and thank their predecessors, Dr. Janis P. Sarra and Susan Mercer, for
their valuable contributions.
CONSULTATION PAPER ON THE BUILDERS LIEN ACT
I am also pleased to announce that BCLI recently issued a Consultation
Paper on the Builders Lien Act to elicit comment on tentative recommendations
to address issues identified with the Act and its application. Responses
to the consultation paper are requested by January 15, 2020. Feedback will
aid the project committee when it reconvenes to finalize the recommendations
on reform of the Act for the final report.
While the consultation paper is not the first BCLI publication dealing
with the Builders Lien Act, it is the first issued in connection with the
Builders Lien Act Reform Project. BCLI undertook this law reform project at
the invitation of the Ministry of Attorney General. It is believed to be the
first comprehensive review of the present Act, which has now been in force
for over 20 years.
